A former Kwazulu-natal police commissioner who is facing fraud charges in relation to a R47-million police tender has dragged Police Minister Bheki Cele into the scandal, accusing the former national commissioner of being the one who signed off on the alleged fraudulent contract.

In her application for financial assistance, received by the SAPS on Thursday and seen by Sunday World, former Kwazulu-natal commissioner Mmamonnye Ngobeni has for the first time linked Cele to the multimillion-rand contract that went to controversial Durban businessman Thoshan Panday in 2010.

The contract was awarded to Panday’s company, Goldcoast Trading, for the accommodation of police officers during the entire 2010 World Cup. The matter is now a subject of a fraud and corruption case before the Durban magistrate’s court. In October last year, Ngobeni, Panday and two others appeared before the same court on multiple counts of corruption following their arrest.

Ngobeni is accused of being an “accessory after the fact” in that Panday allegedly paid for her husband’s birthday party in 2010 after he was awarded the tender. She has also been charged with defeating the ends of justice following allegations that she tried to stop former Hawks KZN boss Johan Booysen from investigating the contract.

Ngobeni and Ashwin Narainpershad, a former policeman, were granted R20 000 and R10 000, respectively. Panday, a close associate of former president Jacob Zuma, and Colonel Navin Madhoe, who was stationed at the KZN supply chain management, are also out on bail of R100 000 and R10 000, respectively.

It has now emerged in her application that Ngobeni is pointing a finger squarely at Cele’s in his capacity as the SAPS final accounting officer at the time the tender was signed off. Cele was police commissioner before he was dismissed from the position by Zuma in 2012, after his role into alleged police property lease deal, which was found to have been irregular by former public protector Thuli Madonsela.

Ngobeni, who is arguing that the state must help her pay for her lawyers as she was in the employment of the SAPS at the time of the alleged crime, says “the 2010 procurement was approved at the head office and not by the province”.

“The bid committee also was at the head office in Pretoria. At no point was I involved in those matters and there is no paper trail to that effect,” said Ngobeni.

“The national commissioner, General Bheki Cele, approved as per attached document. At no stage did I stop or attempt to. There has always been a ploy to remove me from office.”

Ngobeni has attached to her application proof of Cele’s signature on the deal and another letter from the National Prosecuting Authority and the specialised commercial crimes court letters declining to prosecute her based on insufficient evidence and “improper investigative techniques”.

Police spokesperson Vish Naidoo said: “We received the application, and it is still being processed.” Ngobeni could not be reached for comment while Cele had not responded at the time of printing.

Ngobeni’s application comes at a time when the relationship between Sitole and Cele is at an all-time low. Ngobeni is seen as a former ally of Cele and approval of the legal assistance could be interpreted as Sitole helping her to throw the minister under the bus.

Earlier this month, President Cyril Ramaphosa instituted a board of inquiry into Sitole, which had been demanded by Cele. This followed months of a protracted battle over the control of the police force. Ramaphosa has since asked Sitole to make representations on why he should not be suspended. In his representations, Sitole said Cele has made him a target as he partly blamed the minister for the unrest in July, because of his alleged delay in approving the police budgets for crime intelligence. Cele did not answer specific questions.

His spokesperson Lirandzu Themba said: “The minister is not aware of the allegations nor is he aware of the legal assistance you refer to. This would usually be handled by the office of the national commissioner.”

Troubled media personality Somizi Mhlongo has scored a new TV gig on DStv channel Moja Love.

Somizi started filming a new dating show called Lovey Dovey, which is set to premiere in February.

This comes after the star was given time off from his duties as an Idols judge and from his popular weekday show The Bridge on Metro FM in August amid allegations by his estranged husband, Mohale Motaung, of domestic violence.

Sources close to the channel have revealed that the star has been given a chance to revive his career, following his alienation by major brands in light of the abuse allegations.

“Things have been pretty quiet on Somizi’s side since the whole Mohale saga started. He has worked with Moja Love as a guest host on Mina Nawe House before, and viewers loved him. Since he is not doing any work on Idols and Metro FM, Moja Love came through for him and they paid him really well for this gig,” a source said, adding that Mhlongo would be paid about R500 000 to host the show.

Lovey Dovey, which will look to compete with Mzansi Magic’s much-awaited reality TV show Big Brother Mzansi, will see contestants being locked up in a house surrounded by 24-hour camera surveillance.

The aim is to find a potential love interest the winning contestants will be willing to marry for a R500 000 cash price.

The contestants will spend their time in a private residence in the Vaal, south of Johannesburg.

“The contestants will spend three weeks together in the hope of finding love. They must do their best to fall in love. Activities such as boat trips, waterskiing and sunset cruises are planned to help them connect in order to not get voted out of the [residence], and ultimately out of the show,” the source added.

Moja Love chief executive Aubrey Tau said:

There’s so much to look forward to in the new year on Moja Love. We will have great, entertaining new concept shows such as Lovey Dovey, sitcom shows Umuzi Wabadala and KoStrateng, as well as X-Repo.

In a statement yesterday, Mhlongo said he was grateful to Moja Love for not judging him harshly.

“As a media personality, it can be hard for people to separate the two, but I am happy that a channel such as Moja Love was able to separate the two and give me this opportunity despite the challenges I face. Ever since the reports in the media of [domestic violence] involving me and my ex-husband, I have never been given the benefit of the doubt to share my side of the story, but have chosen and prefer to keep my affairs private.

“Taking some time off, away from the spotlight, has given me the time to introspect and now I am ready to bring my A-game, which I am renowned for in the industry. I am truly excited to be joining Moja Love, especially because the channel tells our black stories in the most authentic and realistic way, which is something I am passionate about. Moja Love aligns perfectly with my brand,” said Mhlongo.

Celebgossip has also learnt that he could also make a sensational return to the Idols judging panel next season because no official charges were laid against him.

The popular singing competition has maintained that Mhlongo will remain on a break for the remainder of the season amid his divorce proceedings.

What I am going to state however is that we had one altercation in which I had to defend myself and both of us were physically hurt by the other. I am at this stage not at liberty to dive deeper into the details but can state that he is not a victim in this situation.”

Meanwhile, Mohale maintains that he suffered abuse, “I did in fact experience abuse at the hands of my estranged husband both physical and psychological. It is not my wish to seesaw my experience against his as he only has his conscience to reckon with,” he said in his recent statement.
